David is a shareholder, practice group leader, and board member at the Minneapolis law firm of Winthrop & Weinstine, P.A., after having previously served as an Assistant Attorney General with the Minnesota Attorney General’s office.
David serves as legal counsel to hundreds of medical and dental providers, as well as health care businesses, regarding mergers, acquisitions, and transitions, licensing board investigations and enforcement proceedings, federal and state compliance and regulatory matters, government and private payer billing audits investigations, including fraud, waste and abuse, anti-kickback and Stark; credentialing and peer review; and state and federal privacy laws, including data breaches. He also routinely works with providers and their practices to conduct compliance audits to identify potential risks, and ensure that appropriate procedures and training are in place.
David also serves as an Assistant Adjunct Professor at the University of Minnesota School of Dentistry, where he teaches Legal Issues to the fourth year dental students.
David served as Chair of the Board of Directors for the Better Business Bureau of Minnesota and North Dakota for twelve years and now serves as its outside general counsel. He also serves on the Board and as Public Policy Commitee Chair for the Alzheimer's Association of Minnesota and North Dakota.
David was recognized by Best Lawyers in America© as “Lawyer of the Year” for Administrative/Regulatory Law in 2017 and 2019, has also been listed in Best Lawyers for Insurance Law and Health Law, and has been selected to the Minnesota Super Lawyers list for Administrative and Regulatory Law since 2007. David has also serves on the Executive Council of the Health Law and Administrative Law Sections of the MSBA.
